With junk filtering disabled, Mail still filters mail

Per the instructions for installing SpamSieve I have disabled junk mail filtering in Mail, but mail is still being filtered. In addition, very little of the mail filtered is junk. Most of it is from good addresses that should be known to Mail as such, e.g., from listservs to which I’ve subscribed for years, most of the mail from which gets through without being filtered as junk.

Why is this happening? What can I do about it?

This is probably due to a server junk filter. I recommend turning that off if possible.
