blank "To:" field

For the last few weeks I have been getting spam which comes through with no “To:” field at all. I have never seen this kind of junk mail before. How do I stop it getting through. SpamSieve is not doing its job. Here is an example:

First, you should check SpamSieve’s log to make sure that the problem is with SpamSieve. If it’s not, no amount of training or tweaking will make any difference.

Second, you can block messages with no To address by creating a blocklist rule (Filter > Add Rule) that matches <SpamSieve-Unknown-To> in the To field.
